The concept has a reservation that the level of exports will depend on the development of the global low carbon economy and the growth of demand for hydrogen in the world market. According to the Ministry of Energy, the demand for environmentally friendly hydrogen can significantly grow due to the EU plans by 2050 to achieve complete carbon neutrality. Actually, that is why, as far as you can understand, the forecast of export potential has been increased. The calculation is being done that Europe instead of our gas and oil will buy our hydrogen.

The concept of hydrogen energy development contains a list of hydrogen production technologies that will be maintained at different stages of the industry. It includes steam conversion of methane, hydrocarbon pyrolysis, gasification of coal and carbon-containing materials, hydrogen production based on nuclear power plants and carbon dioxide technologies, storage, transportation and use of carbon dioxide, as well as water electrolysis with the creation of alkali, solid and solid oxide electrolyzers.

The implementation of the Concept includes several stages. The first one is designed for the next three and a half years. It involves the creation of profile clusters and the implementation of pilot projects for the production and export of hydrogen, as well as the use of hydrogen energy carriers in the domestic market. At the following stages — until 2035 and 2050 — it is planned to open major export-oriented production, move to the serial use of hydrogen technologies in various sectors of the economy — from petrochemistry to housing and communal services.

The government expects the development of hydrogen energy to reduce the risks of the loss of energy markets, support economic growth through the formation of new industries, the creation of high-tech workplaces, exports of products and technologies.
